Since minority and low-income children are more likely to live in pre-1978 housing containing lead-based paint, they are disproportionately affected by lead poisoning. Even at low levels, lead exposure has been shown to affect a child''s ability to learn and control his/her behavior. Even though removing lead from gasoline, household paint and plumbing has cut the number of affected children by 90 percent from 1978 to today, more than 434,000 children nationwide between the ages of one and five have harmful levels of lead in their blood each year.
This number, though concerning, is estimated to be far lower than the actual problem since many children are never tested for lead levels. At greatest risk for lead poisoning are children living in homes containing lead based paint built before 1978. Especially young children spending a lot of time on the floor, frequently putting their hands in their mouth, easily ingest dust and chips from the old paint. Children under the age of six are still undergoing brain development and are at the greatest risk for lead poisoning.
