An Illinois prisoner serving 15 years for armed robbery and assault has filed a personal injury lawsuit claiming he was attacked by Williamson County Jail correctional officers where he was incarcerated in June 2006.
Plaintiff Christopher Phelps—who's representing himself—is seeking $17.5 million in monetary damages for his losses and suffering as well as $13.8 million in punitive damages and attorney fees.
According to the lawsuit, Phelps alleges a jail guard opened the door to his cell, yelled out obscenities, smacked him in the face, and slammed his arm into the door.
He also claims another correctional officer put him into a “rear chokehold” and punched him in the face causing him to sustain a broken nose among other injuries.
After the attack, the officers allegedly dragged Phelps to isolation, kicking him in the behind and legs the whole way there.
Phelps claims the attack caused him to suffer arm injury, lacerations to the scalp and face, bruises and abrasions to the legs, butt, arms, face, head, and torso. He adds that he was denied treatment for his injuries for three days after the assault and was only admitted to the hospital when his arm swelled to three times its usual size.
