Hydroquinone is a skin-bleaching agent that is sold over the counter in strengths up to 2 percent and by prescription up to 4 percent as an ingredient in creams, lotions and gels. Use of the substance has been controversial. Concern over the dangers of hydroquinone has prompted its being banned in the European Union, Japan and Australia.

FDA Questions the Safety of Hydroquinone

In 2006, after considering the results of studies, the U.S. Food and Drug Administration (FDA) proposed reversing a previous ruling that called hydroquinone as generally recognized as safe and effective (GRASE).

The FDA is still reviewing comments from scientists and physicians about hydroquinone and has not yet issued a final ruling, while concerns about the substance linger. If the FDA were to issue a final ruling on hydroquinone, most likely over-the-counter products would be banned and it would be available by prescription only.

Ochronosis is a potential hydroquinone side effect. It is a metabolic illness, resulting in physical changes in the skin around the eyes and ears and other areas of the face. Persons who have gotten ochronosis from using hydroquinone have regions of blue-black thickened patches on their skin in areas where they applied the substance.

Skin-Bleaching Chemical and Cancer Potential

Evidence from animal studies has shown that hydroquinone produced the following cancers:

• Kidney tumors in rats
• Liver tumors in mice
• Mononuclear cell leukemia

Patients receiving prescriptions for hydroquinone should tell their doctors of any history of liver or kidney disease. Leukemia in humans has been associated with hydroquinone.

Other Dangers of Hydroquinone
